Concept: Mix of witchmail and spirit rend for our melee friends. Big reward for heavy melee sluggers ('brams, billybros) and could even reward and
enable melee drifters and franks. Not listed in the item description, I also like to picture a special purple VFX for the heavy melee animation. Besides just looking cool, it would provide a bonus visual indicator for melee mind games. It would make it also easier for people to discern but also bait parries just a bit more. Could be cool, no?

I like this idea. It would be nice to have not only a defensive way to reduce cooldowns, but also an attacking one.

I also think that characters who build in melee with Witchmail and Warlock Punch would have almost no CD, since they are not so long. I'm probably exaggerating, because constantly landing melee attacks isn't an easy task, especially in high ranks.
 
I posted a similar idea while ago called Casters Gauntlet which is a T4 spirit melee item that reduces ability cooldowns.

The main issue I have with your design is that it is random, which is something I attempted to avoid. I also don't like that yours require a heavy melee which means that pretty much only melee heroes can use it.
 
most of the melee heroes have high CDs (billy in particular), I just wanted a new melee item that gave a big reward for landing a heavy melee, which is more difficult these days around higher elos and with a stronger rebuttal. tying it to a flat reward rather than a stack also benefits melee dudes slugging around in mid-late game teamfights who can typically pull off a heavy melee on more than one player (which doubles, triples the risk except for abrams)
 
Thats fair, I mostly play heroes that don't like to heavy melee, like pocket, holliday, mina or yamato who might just might use light melee to proc spirit snatch, or like to bait out a parry before they go full in.
