Passive Effects:
- +2m/s Sprint Speed
- +125 Bonus Health
- +10 Spirit Power
- +7% Ability Range

Active Effects (15s):
- Item activation creates a trail behind the user as they move that lasts 3s
- Allies can walk within the trails path to gain +2.5m/s movespeed that stacks with every ally within the trail
- Allies also gain a stacking +10% Bullet and Spirit resistance for each ally walking in the trail
- Enemies who walk within the path get debuffed with -2m/s movespeed and -11% Bullet and Spirit resistance

I can see this item as a unique alternative to Rescue Beam to lead a group of your team out of a sticky situation, or save a few just in time using clever pathing and map knowledge, rather than just one.
The trail width and duration could scale with Duration and Ability range.

I reckon you could prevent the user from attacking while this item is Active, since the idea is to use it as a way to help your allies get in or out. You might also want to limit the movespeed of the user or increase the ability cooldown to 40 seconds, since +2m/s sprint and +2.5ms movespeed stacked means someone could become a ganking demon if they rushed this ability.
Maybe keep out the debuff, but other than that, sure.
I do second this, just because you're already providing your allies with a speed boost. You shouldn't punish chasing enemies too much.
Try to find a way for this item to provide support offensively/retreating for teammates, without making it a get out of jail free card for the buyer.
Otherwise, I actually really like this idea. Adds more support for fast characters like Seven, Talon or Warden to lean into.
