I like the concepts, though Reverse Hunter's Aura drains a lot of spirit power by simply existing. The only other item (IIRC) that drains spirit power is Spirit Snatch, and that item requires landing a melee hit to do so. Otherwise it seems pretty cool.

Power Over Numbers seems a bit polarising though: it's not optimal to group players up within 15ms of each other, but +40 spirit power, 2.75m/s move speed and 40% fire rate seems very strong for a T2 item.
Maybe if PON's buffs were lower, but had a higher radius? Like the spirit power is 5 (5, 10, 15, 20, 25, 30) and the radius is 25ms.
Alternatively, the item might want bonuses that make grouping up a little less dangerous, like spirit resist or move speed reduction instead of fire rate or move speed.
