Spellslinger is just not working

this seems reproducible if you buy spellslinger, and then die; when you respawn you cant gain stacks anymore by any means

I bought Spellslinger this game and wasn't getting stacks for it, one time it said +16% from spellslinger but wouldn't go higher not sure what was going on but I wasn't shooting fast like I usually do
