+1.5 spirit power

When you kill a target or shot a soul orb you gain 5 barrier. Killing hero gives you 100 barrier. Barrier gained this way lasts 2 minutes

I would make this a spirit item because there aren't many spirit lane regen items.
 
Yes, and if you were to melee a creep you get 10. At least that is the idea. 40 a wave seems kinda low compared to the other regen items of the same tier, but it has the positive that it can store the hp retro actively. Though the numbers can be played with
I think that is good item. The best sustain item on the lane is Restorative Shot. You can heal 50 HP every 6s, which is big amount. For the same amount of time, Extra Regen will heal you for 18 HP, Mystic Regeneration will heal for 48 HP at the best.

This item could give more than just 5, as a wave of troops appears every 30 seconds and the item requires some action to gain benefit from it.

I actually like this idea; one of the big issues with the shielding items is that it only procs after the threshold, so for certain abiltiies like gest bombs etc. The shielding items are useless and you can't get enough regen to outsustain them.
But even when playing against geist bombs you still gotta CS.
This is a good middle ground solution; it should build into all 3 shielding items; or atleast physical and magical shields.
