Soul orbs spawn without the coloured rim effect when game is in focus

As an aside, I've noticed that the sewer spawner prop also misbehaves as far as its animations go unless tabbed out

All spawned soul orbs have no rim effect when the game is in focus, no matter if it's from an emitter or a trooper.
This behaviour only happens in DX11 mode. When Vulkan is selected tabbing out does not fix this, and in all states it behaves as if in focus.
