I wouldn't say no to this, but I would probably reduce the stats a bit and make it a T1 item. It's damage is low enough that it would see most use early in lane.

I think it would get use throughout the whole game. The 20 damage and fire rate would both scale with your damage and fire rate increases.

I am currently looking back at my old items to see what could work as a T1 and was just thinking this could. So it took a while, but I agree. Lol.
