I feel that if someone builds into melee late game, there are not enough way to punish them. They can get a ton of debuff resist and continue to send melees and light melees, even if they get parried. Also, when the game gets long enough and people have really strong builds, if you get a parry on a tanky melee character it is very difficult to punish them if you haven't also built into melee.

I suggest that there should be an item that increases the stun duration that a parry gives the assailant, or gives increasing parry stun durations following multiple parries to punish people who aren't thinking and are just meleeing with little thought.

I think that the mechanic of getting multiple parries in a row increasing the stun duration could possibly be implemented into the game by default.

The duration after getting up from a parry for the melee to be parried for longer would be short, like <5 seconds.
 
Not only a rebuttal upgrade proposal (I've made myself very clear on my opinions why rebuttal should never get an upgrade over numerous threads), but also a straight up global buff to parry? Yeah, no thanks.

Melee builds have to spend thousands of souls and numerous slots to even keep their inherently high-risk playstyle viable. I think it's frankly delusional to expect that you should be able to counter an entire playstyle and all of it's investment with just one or two items.

If you want melee playstyle to get nerfed to become weaker later on, you have to buff melee's early power to compensate. The only feasible way to do that is by nerfing parry at it's base. Not just shaving a few seconds off of stun, more like getting rid of it's stun altogether and forcing you to dedicate slots and resources to get it back. That would be a very controversial change, which is why I don't see the devs changing this anytime soon.
