Rebuke (T2 Rebuttal Upgrade)

After reviewing how poorly Rebuttal performs in general compared to other items, I thought I would work up an upgrade that I think is acceptable. It isn't SUPER strong, but it does provide a bit of extra immediate survivability as well as a tool to help keep you in the fight. Rebuke is a bit more general use than Rebuttal, but also has Rebuttal's Passive so it still works extra well against melee, but isn't ONLY a melee item.Rebuke.png

Rebuttal "performs poorly" in terms of win rate because meleeing early game is practically suicide. Unless base parry gets some very big nerfs to the point that people start using melees early, Rebuttal will forever have a low win rate regardless of how strong it is.

think the bonus damage is excessive to start the game. They should make bonus damage taken buildup throughout the game.
 
I love the idea of an upgrade to one of my favorites, but it needs something more. I'm thinking this: Rebuke parries reflect 100% of damage taken during a .4 second window.

A note about Rebuttal: it has a bad winrate, but it is also extremely slot efficient, and is bought and sold as needed. So the games where it had a winning impact, it may not appear in the final items list, and it's an easy cheap buy for those games where you're just fighting a ton into an eventual loss. It is seriously valuable as is

What if parry's properties were depending on something? For example, Weapon Damage. The more you have, the longer stun from getting parried. Since you don't have much in the start of the match, it would make melee more usable in that stage.
