Rapid Recharge's Cooldown Reduction not shown in Shop Tooltip

Rapid Recharge has the effect of 14% Cooldown Reduction for Charged Abilities. For example, if you buy Rapid Recharge on Holliday, the cooldown on Powder Keg (1) is reduced from 28s to 24s, and this reduction can be observed both in the ability tooltip after buying the item and after actually casting the ability to see how long it takes to gain a new charge.

However, this Cooldown Reduction is not shown in Shop Tooltip for Rapid Recharge. The only effects shown when holding tab on Rapid Recharge for Holliday, for Powder Keg, are "Charge Delay: 3.5s -> 2.4s" and "Charges: 1 -> 3", as one example.

Cooldown Reduction from other items like Superior Cooldown are shown in the shop, for charge items, and actually if you buy Rapid Recharge and then hover Superior Cooldown in the Shop, the correct cooldown times are shown. What I mean is, although the tooltip for Rapid Recharge doesn't show that the Cooldown is reduced for Powder Keg, if you first buy Rapid Recharge and then hover Superior Cooldown, the effect shown is "Cooldown: 24 -> 19.3s" (as opposed to 28s, the cooldown of Powder Keg if it were unaffected by Rapid Recharge).

This is related to https://forums.playdeadlock.com/threads/rapid-recharge-bug-on-graves.104921/, and suggests that the Rapid Recharge bug for Graves's Jar of Dead is only a tooltip bug and not an actual issue with how many death it takes to gain a new charge. The same trick of "Buy Rapid Recharge and then hover Superior Cooldown" shows that the death required is properly adjusted to 86 from 100, even though the tooltip in the shop for Rapid Recharge does not reflect this.
