randomly can't queue for matches, nor join parties

hello,
for a reason i cannot figure out, since 2 days ago i havent been able to queue for a match nor join my friends party

queueing results in the following error message


and trying to invite / join a party results in this error message


any of these actions also results in the following message appearing in the games console:

[Localization System] CLocalize::CompileString failed to localize: #GenericConfirmText_Label
Cannot access SDR network. No ISteamHTTP.

i have tried numerous solutions i found online like: resetting my pc, logging in and out of steam, verifying game files, clearing my steam download cache, changing my steam download region, typing "citadel_region_override -1" in the games console, clearing my dns cache, typing "netsh winsock reset" and "netsh advfirewall reset" in windows powershell with admin privileges, but no dice, nothing helped.

i do have a vpn on my pc but its never been running when playing the game, and everything on my steam launcher seems to be working fine

any advice would be greatly appriciated, thank you
