Persistent doorman bugs

Hi, Doorman has a persistent bug that has plagued my games recently. when someone comes out of the baroness, you cant cart them while they are coming out and the key is turning, and even if you hit the cart it still does not move them. it would be great to know if this is at least intended or not, just so we could know its intentional.
