Pausing game in solo custom causes game to freeze

I have been trying for the life of me to just be able to practice late game vs bots. My goal is to play a 1v6 against just bots in a custom game.

However, every attempt there appears to be some bug around the pause feature that causes the entire lobby to pause. When un-pausing, the countdown shows to resume. It shows "3", "2", "1" and then stops at "1". The game never unpauses.


Steps to Reproduce:
- load up Deadlock with no custom configs or launch variables
- open dev console (F7)
- run commands:
- map dl_midtown
- sv_cheats 1
- citadel_solo_bot_match 1
- citadel_spawn_practice_bots 1
- citadel_hero_testing_enabled true
- hold "Tab", choose a hero, then click "+Enemy"
- for this example, I have chosen to add enemies in the following order: infernus, ivy, haze, ivy, seven, lady geist
- play the game out. In this case it made it to 8:46. I attached a bomb and melee'd an infernus
- game stops, "game is paused" shows on the screen
- if i sit there and wait, i ended up dying. The camera moves a little every few second. The minions can still move around and fight.
- if I hit "P" to unpause the game, the game says it is now paused by my user. If i hit it again to unpause, the timer shows, and the countdown stops at 1.
