Paradox Swap works when an enemy swaps you from friendly;s base sewer...
She can take me out of my friendly base, but when she is swapped, she stays inside the shrine area and does not end up inside ther enemy sewer. They also cannot swap from inside their own sewer to bring an enemy inside.

The enemy was able to take me from my friendly sewer with swap, which I perceived as an impervious spot to ults, sort of like Doorman's safety door. I felt that the enemy being able to take me out of the my own sewer but not have to be inside is incorrect / buggy.

If she is an enemy in hostile sewer spot, then she must be bounced off that position. Before skybox map update paradox could swap and trap enemies from shrines. But now it was fixed, so what exactly are you talking about? Can you share video or screenhot?
