Noticible delay input ONLY when using Doorman's luggage's cart

If you look closely to the keybinds under the skill icons you can see it fading whenever i press the key, the cart has a noticible delay of when i press the button and when doorman actually starts using the skill, that does'nt happen when he uses his other skills.

the delay seems to be exactly 0.2 seconds after key press.

The ability uses quick cast by default (not changeable), meaning it is cast on key release. If you do a simple hotkey tap, it will have a 0.2 delay. But if you hold the hotkey for more than 0.2 seconds, it will skip the delay. So basically, the delay starts on key press, but the spell casts either on key release or after the delay, whichever happens later.
