Mystic shot no longer has damage fall off

Spirit damage now considers bullet falloff. Cooldown reduced from 6s to 5s.

Back in september this item was changed to consider damage fall off

Currently mystic shot no longer does that and deals full damage regardless of range

This could be a rework of the item but since it wasn't mentioned anywhere I thought I'd report it
