if its not a bug, its definitely a decision of all time having THE counter item not work on a normal ability in his kit

I think it's probably implemented in a similar way to Pocket's satchel - as Pocket can't be targeted by items/abilities (such as Curse) whilst they're hiding in their satchel.

Then again, can Mo and Krill be targeted with any other items/abilities whilst mid-burrow?

If Rem uses Tag Along, they try to go to Mo and Krill in burrow but fails to do so above them until they pop out. Burrow should be updated/reworked for single target cast spells/items.

to my knowledge all targetted abilities/items that make projectiles will just buzz over mo like flies.

I dont think there are any exceptions to this, even the old wraith ult couldnt target him, or allies' scourge. Even if you think its for his balance, it looks ridiculous and feels very unintuitive and out of place
