Mercurial Magnum passive not reduced by Transcendent Cooldown

Newer player so maybe I'm misunderstanding something? But shouldn't Trans lower the CD for Mercs? Every other active/imbue seems to show it's reduced but Mercs.

Merc Mag, like Tankbuster, is a charge-up item, so it is not affected by cooldown reduction.
