Melee applies gun effects

Using toxic bullets / slowing bullets will build on melee damage. I'm not sure if the game example actually worked, but the icon was there. I tested in a bot match + in hero testing with Geist, and it seemed to be working. mid: 36031671, after the 7 minute mark

Not sure that's a bug cos all the "build up" items have been like this for a while.
