It is obviously a bug as the behavior is highly inconsistent from hero to hero. Seemingly random which spells break it and do not. For example Ivy's tether auto-latching onto any allied target nearby used to stop it and some dev graciously took the time to fix that last year. Ivy's Kudzu and Geist's DoT left on the ground after bomb do not cancel carpet. This spell does, Paige's DoT left on the ground after Conjure Dragon does. Lots of others, and the rules for when a spell does and does not cancel the item have not been stated anywhere.I hope they consider it a bug and not intended.
It seems like most stuff stops it though, which makes me think that is the intended behavior and the exceptions are the bugs. Essentially the rules for ability damage occurring during Magic Carpet being allowed and disallowed is inconsistent between certain heroes.
Examples:
Ivy, Mcginnis, Kudzu and Turrets respectively don't trigger the magic carpet cancel
Seven, Paige, and Graves Lightning orb, Conjure Dragon, and Deadheads/Borrowed Decree all do cancel magic carpet
Warden Ult damage cancels magic carpet (This one is obviously an egregious error and must be fixed asap).
