The math on luckyshot doesn't give the 100% bonus damage but is instead closer to 50%. If your bullet does 50 a 100% increase would be 100. Instead the game outputs an extra 50. To put it plainly , the 100% "bonus" isn't a bonus nor increase but just is 100% of the bullet. The correct math would be 50 + 100 on a lucky shot proc. Currently its 50+50. On headshots it is 100+50 . Which is only 50%.
Meaning instead of the proc hitting for 100 as advertised it is hitting for only half that value , which in this example would be 50. If you dont belive me , cross reference this with how Express-shot works. Express shot promises a 125% bonus , the math used in express shot uses the actual increased value instead of the differnce. Express shot works properly as the math would state. When using express shot if your bullet is 50 damage , the express shot will hit for 112.5 (twice) which is a 125% bonus . If you used the lucky shot math it would only hit for 62.5 (twice). As luckyshot only uses the differnce but not the sum of the increase that express shot does.
This is a direct comparison as both the language and verbage used to describe the referenced bonus is the same. "lucky shot cant crit" would imply the 100% itself can't double over meaing it can't proc for 200 damage but should still proc for the 100 damage as advetised if the base is 50. Meaning a headshot from a base of 50 would be 100 + 100.
