Yes. Looks like they think it's a good idea since they have been doing that in CS for the past 5 years or so. Obviously it's the worst idea ever and helps bad actors tremendously since they can just group and ban anyone they want.

unfortunately valve has just been making low prio worse and worse, at least back in the old days it was only matches
