It appears that the game currently considers the position of your camera rather than the position of your hero when determining if a target is in range of an ability or not. Your look angle can affect the distance of cast range indicators, red diamond target indicators, lock-ons, and whether you get 'target out of range' errors.
I would expect cast range to be consistent given a set cast range and given you and your target are at a set distance from each other.

Lash ult in the air:
