Leaver Penalty Pop Up After Game Ends

After our team lost, no one in the game could leave the game and got the "leave with penalty" pop up. Eventually after a few minutes, we could, but it's definitely a bug that probably needs fixing in case it actually gives us a queue timer penalty.
