they've made changes to how ivy carry works (e.g. how it interacts w/ teammates and their ults, like the infamous seven ult + ivy taxi) _and_ also theyve made changes to urn-carrying stuff and other exploity things relating to it (such as mirage ult and actually teleporting the urn)
if they didnt want ivy to Do That with the urn, i am pretty sure that they would make ivy ult drop the urn, like how heavy melee now makes the urn get dropped

You're right, you can't use any abilities while carrying it because it silences you, but silencing doesn't end abilities already in effect. If you activate any abilities (e.g. fleetfoot) before grabbing urn, you still get to use them as you are carrying urn. They did change the urn silence to begin about halfway through picking it up, instead of on pickup itself. As Hecate mentioned, devs also specifically changed Mirage's ult to drop the urn on successful teleport- not because he couldn't teleport while silenced, but because it was too simple and powerful.
Ivy's ability to carry urn is real tight, to the point where a lot of people don't know it is possible. But it has been reported here a lot- 4 times in "similar threads" as far back as May, when the urn still went from a bridge to the centre of the map. Devs do know about this.

Ok, so why cant mirage carry urn with ult any more ? Why its ok for some but not for others ? The inconsistency is the problem.
The closest skill assistance that still makes sense is Kevin making ice path for someone carrying the urn, that is still kinda OK because it still requires A->B traversal that can be countered by ganking.

Because Valve made the decision to change it, as they posted in patch notes. They didn't implement Mirage dropping the urn when he first released because they didn't think it was going to be so powerful.
Characters are different. They are inconsistent to begin with. Seven runs faster with spirit power. Ivy's fly is slower than urn carry speed on losing team. McGinnis is slow and has less stamina. Expecting it to work the same for different characters is just wrong.
Maybe you should try it before making false claims.

If I am not mistaken (I don't play Ivy), Ivy can only carry the person who has the urn. She can't solo fly it.
Mirage didn't take two people to be stuck carrying the urn for the duration. Mirage only required one teammate to wander by the landing point to secure it. Big difference IMO (and I don't play Ivy, but I do play Mirage).
