The Director is a demigod, specifically the Demigod of Nightmares. Born under the first Maelstrom, he was taken in by the US government so they could use his power for their own purposes. A contract was signed where Robert would be able to be the director of the division his powers would be used for, in exchange for them... well, using his powers. And only if he behaved.
He didn't behave.
As such, he got demoted to a pencil pusher... with his powers still being leeched for use in the OSIC.
Now, he's in the Ritual, having ignored his boss denying his PTO request in order to fight to regain his title. He will be the Director again. He will be in charge.
