infinite loading after trying to spectate

after spectating a match for a bit (most of the time less than a minute) i get kicked and get forced into an infinite loading screen. this loading screen can only be interrupted by force quitting the game. i have waited out this loading screen for over 30 minutes at one point just to see if it would end, it did not.

sometimes singular games will work fine, i have tested if it is server specific or if it is a certain hero, i have not been able to figure out a pattern.
