Infernus Ult doesn't benefit from any source of CDR if already on cooldown

Infernus Ult doesn't benefit from any source of CDR if it is already on cooldown, unlike most non-charged abilities in the game.

1. If you get a casting buff while his ult is on cooldown, it does not adjust the timer, unlike every other non-charged ability I tested.
2. If you buy CDR while his ult is on cooldown, the cooldown does not change, unlike every other non-charged ability I tested.
3. If you invest the first AP into his ult that gives "-38 seconds cooldown" while it is already on cooldown, the cooldown does not go down, unlike every other non-charged ability I tested (lash grapple doesn't get this CDR either, but it is the only charged ability I tested that has a -X second cooldown AP investment, other than flame dash, which does get the CDR on investment).
4. If you have superior cooldown on his ult, and then sell it while it is on cooldown, the cooldown does not go up (unlike every other non-charged ability I tested)
5. If you enable the "no cooldown" setting in the sandbox while his ult is on cooldown, it does not reduce the cooldown at all, unlike any other ability in the game, including charged abilities.

The reason I say non-charged abilities is because kinetic pulse, catalyst, Lash grapple, Ginnis turret, etc also act similarly to this this - which makes some amount of sense to me. Flame dash is an exception to this for the most part, it does benefit from most CDR.

This thread I posted last week has a couple videos showing the AP level working for a handful of other abilities and not working for infernus ult.

To my knowledge Infernus ult is the only ability in the game that doesn't benefit instantly from investing an AP that grants "-X seconds cooldown".

Very minor bug, but valve, pls fix.
