Inconsistent Random Fps Drops (Latest Patch)

I have no idea what is causing it, but randomly when an ability is used (myself or the enemy) on my screen, opening the shop or entering the enemy base, my fps drops from a stable ~100fps to 22 or lower. (I've seen a drop to 1fps with massive screen tearing). Affects both graphics API's. I've updated my Nvidia drivers as well but the bug still occurs.
