Inconsistent behavior for Cooldowns being displayed when affected by certain abilities

There are a few abilities that when affected by, such as Dynamo Ult, Holliday Ult, Wraith Ult, that the users cooldowns are all not shown for the duration of the ability. Image 1 shows all spells on cooldown, but Image 2 shows all cooldowns as 'available' when affected by Dynamo ult. This makes it really hard to know what options you will have available to use after the ability wears off of you.

In contrast, some abilities such as Doormans Luggage Cart wallstun will also show your available cooldowns as on cooldown for the remaining duration of the stun. Image 3 shows all basic abilities on cooldown.

This has annoyed me a few times. Being Cc'ed is probably the main situation you would like to have access to all your information to know how to plan your escape/counter attack. It's not like you have much else to do in that time.
