Impossible to promote to E1 from Asc6?

I've been Asc6 for about 3 weeks now and have gone on multiple 6-0 game win streaks back to back yet the game has refused to promote me over the course of 3 weeks. I have a 60%+ winrate, is this a known issue? All of my friends can't seem to promote either within the same rank.

I just reached asc2 after going 17-2 after reaching asc1.
The difference between asc 6 and e1 is 1.7 percentile, and I think the ranking is purely based on wr%. So maybe you need an even better wr% than you have? idk
