Let me first clarify this is a joke concept. This aint getting added yo
No stats other than upgrades cuz im not versed in balancing that too well

DIO, The Invader
Vampiric, Bloodthirsty, Malevolent

"With a grudge against the Joestar Family for over a century, to facilitate his desire to control the world, his new target is the Fairfax family. Using his Stand, The World, DIO controls the playing field with his ability to stop time, and deals sharp damage with his knives."

Moveset:
Weapon - "Greatest High"
Dio's main means of damage is throwing Knives towards him one by one. For reference, imagine Dynamo's weapon, but instead, its throwing knives.

Checkmate [1] -
DIO throws a cluster of knives forward three times in a row. For reference, imagine Silver's 1st ability, but just a flat 3 strikes.
T1: +1 Charge
T2: Cooldown Reduction
T3: Gain 10% Lifesteal on every hit after proc, enhanced 5% more with Bleed. Lasts 10s


Teleportation (Passive) [2] -
DIO's dashes turn into short time-skips, where he teleports (essentially just an extremely quick dash). This doesn't affect sliding or any resulting movement from dashes. During this flash of stopped time, all incoming spirit damage has a natural 50% resist. Because of this, he has 2 Stamina, and extremely slow stamina recovery once this ability is unlocked.
T1: +10% Spirit Resist
T2: +1 Stamina
T3: +10% Dash Distance


It's Useless! [3] -
DIO brings out his stand, The World, to do a flurry of high-speed, high-damage punches at the enemy. Imagine Mo & Krill's combo ability.
T1: +1s Ability Length
T2: Bullet Resist during ability
T3: Adds knockback + 2s stagger


The World! [4] -
DIO brings out his stand, The World, and halts the movement of time in a radius similar to Kelvin's frozen shelter for 5 seconds. During the duration of the stopped time, everything, whether teammate or enemy, is unable to move or use any abilities. No items can be triggered either (e.g., Torment Pulse). Any damage dealt to enemies during the duration will be stacked and applied when the flow of time resumes. ANY damage dealt while in stopped time has a natural -10% reduction.
T1: +1s Ability Length
T2: +5% Damage in stopped time (reduction is now 5%)
T3: +1s Ability Length



Extra Notes:
- Weak to Venator and True Damage.
- Would probably hate Seven
- Would probably hate, like, everyone actually
- People cannot enter stopped time from the outside
