One of the top agents of the OSIC's sandman division, The Hat Man (real name Nathaniel Fuseli) is a stealth op specialist who has gained the reputation of one of the greatest spies in the world by pretending to be a sleep paralysis demon. While the OSIC has placed their trust in Haze to complete the ritual, The Hat Man has been assigned to this mission as an insurance policy. Either on the other patrons team to guarantee the OSIC gets what they want from the patrons, or to fill in for Haze in the event that she dies during the ritual.
Abilities
1. Smoke Bomb: Throw a grenade that deals spirit damage on impact and deploys a smoke screen that blocks enemy vision and applies a vision blur debuff to enemies who walk through.
55 Impact damage (scales with spirit), 6 meter smoke radius, 15 seconds smoke duration, 20 second cooldown.
Upgrade 1: Becomes a charge ability, +1 charge.
Upgrade 2: +4 meters smoke radius, smoke radius now scales with spirit.
Upgrade 3: Smoke now deals spirit damage over time to enemies within smoke radius, +6 damage per second from smoke (scales with spirit)
2. Hidden Camera: Place a camera on a surface that will broadcast the location of enemies within its vision on allied players mini maps. Can be destroyed by enemies via 1 heavy melee.
Charge abillity, 2 base charges, 10 meter camera vision radius (scales with spirit), 160 second lifetime, 18 second cooldown.
Upgrade 1: +5 meter camera vision
Upgrade 2: Enemies within the camera vision radius will receive -1.2 m/s movement slow.
Upgrade 3: Camera lifetime now scales with spirit.
3. Cloak and Dagger: After not taking damage for 5 seconds, go invisible, gain a speed boost and increased stamina recovery. Invisiblity, speed boost, and stamina recovery will go away when taking damage.
Passive abillity, +1 m/s speed boost, +%50 stamina recovery.
Upgrade 1: Speed boost is now +3 m/s and stamina recovery is now +%100.
Upgrade 2: -%50 footstep volume when invisible.
Upgrade 3: No damage window reduced to 3 seconds.
4. Plan B: Plant a small explosive charge on the ground which will detonate after 30 seconds dealing spirit damage. Can be destroyed by enemies via 2 heavy melee's.
Ultimate ability, 600 explosion damage (scales with spirit), 10 meter explosion radius, 85 second cooldown.
Upgrade 1: Deals %30 extra damage to NPC's.
Upgrade 2: +200 explosion damage, increased spirit scaling.
Upgrade 3: If explosive is within damage range of an objective the explosion will damage objectives even if player is out of the damage range, so long as protection on the objective is down

This character is built around a stealthy play style. He is designed to go behind the enemy lines to steal farms and gather information for his team, if your fighting against a good Hat Man you will probably never see him after laning phase. While your farming hes placing his bomb under your walker and setting up for his opponents to push, while your fighting hes in your jungle stealing your farms and setting up cameras to monitor your every move. He isnt designed to participate in team fights or even get solo picks, hes a disruptor who supports his team via information and set ups. I think deadlock needs inherently stealth based characters in its roster, much like tf2 with the spy I think deadlock could execute a stealth character in an online pvp game even better than that with all the additional objectives and complexities the game has.
