I'm a bad shot at drawing, but I did imagine the character like D'Arby from Jojo, at least his hair style and costume. You can design it however you want, as long as the character hits the 40's gambling den vibe I'd be happy.
Hero: Frank Betty, a gambler in his late 30's, early 40's takes part in the ritual to get rid of a vast amount of debts. The catch is that he made a deal with a cunning devil to become the ''king of games'', all in order to pay it back. However, his winning streak made him untrustworthy in the eyes of the public and banned from all gambling den and casinos. He has but one chance to finally get rid of his debt, by taking part in the ritual. If he does not repay his debt in time, his soul is forfeit.
Weapon: Frank carries a levitating deck of card. He starts with 13 cards (bullets), he throws them at superhuman speed, cutting his opponents to ribbons. Alternatively, I considered about making it 52 with lower damage or allow it to increase to 52.
Frank has 3 abilities and one passive, all themed around gambling games/items
Ability 1: Gambling chips:
This ability allows Frank to throw a handful of gambling chips in a circular/cone path towards his enemies. The chips delivers great damage in short range, but fall off in longer range. Additionaly, I thought it would be better if the chips applies debuffs multiplied by the passive and by the number of cards that hits the target. Example: 3 chips hits*5 (dice numbers) causing 15 damage every second out of 15 seconds.
Ability 2: Madness Roulette
This ability is simple. Frank throws a flaming roulette (the large ones found in casinos) at his opponents. The damage is all based on the passive. when the roulette hits a wall or an opponent it explodes and knocks back the enemies by one meter.
Ability-Passive 3: Dice
This is an ability passive and the heart of the character. The gambler must activate the ability for the dice to roll and it last 1-2 minutes.
At ability level one, you have one dice and the passive gives x1 to x6 % increase buff to your other abilities. At level 2, you get 2 dice and level 3...3 dice. So, the Gambler can get very very powerful if he rolls an 18 with the dice, but very weak when he hits 3.
That is the beauty of the character, luck is the essence of your gameplay.
Ability 4 (ultimate): A game of Poker:
So this one would work a bit like Doorman, in which he brings people in a prison of sorts. This times, though, 7 characters can be imprisoned (including the Gambler) in a gambling den. They have 5 seconds (depending on ability level) to either call or fold the hand that they are given. Their hand is entirely randomised.
The gambler has a random hand with maybe a very small advantage thanks to the passive
-If they fold, they take 3/4 of the damage.
-If they call and lose, they take all the damage x the passive (very deadly on 18 dices)
-If they call and win, The Gambler takes half the damage (possibly full damage on dice <9)

Another variation of the character design. Slick hair and confidence, maybe make him more evil looking

Frank the Gambler is a hero that mirrors 40's gambling society, imagine a noir aesthetic. He attacks with cards, roulettes, chips and even a game of poker. All the damage is centered around his passive ability in which he rolls the dices.
