Just drew a basic design of the hero and drew what the ultimate could look like...
Basic character design:
Hero has a TV on his head with antennas and dials which the hero may use to activate his abilities.

The ultimate ability:
4 - TV Distraction
single target either an ally or enemy to put your character's head infront of the screen.
Maybe he literally detaches the TV from his head and throws it infront of the enemy.
they can still move, shoot, use items and see on the edges of their screen.
the enemy can heavy melee to break out of the screen but the TV hero can still parry - and won't miss.
ally -> they can shoot your head as a target which will ricochet your bullets as headshot bullets.
(for all intents and purposes, this hero becomes a valid enemy target)
enemy -> you can consume all the bullets as headshot damage (obviously with some combo to return the damage or absorb for heals) also they can only target you for abilities or items.
