Visual Design

This is not my strong suit! Half-Ixian, so maybe doesn't have the tail or the horns but does have the colorful skin (or vice-versa might be more interesting?). I will brainstorm some more and update below (hopefully with drawings!)

Lore

The child of "star-crossed lover" cowboys, Arbiter is half Ixian and half human. His mother's half is Ixian, a lineage of Ixian sheriffs who have kept watch over their ancestors' region of Ixia for generations (maybe in service of Apollo's dynasty?). His father's half is human; his father was appointed as sheriff of a small town in rural New York shortly before the Maelstrom. When the Maelstrom hit, it warped a part of both of their homes, conjoining them together via a portal and mix-matching parts of Earth and Ixia in the regions. Hence, Arbiter's parents (and by extension the Sheriff's units they represent) both attempt to lay claim to BOTH of the regions the portal encompasses. But, due to their blossoming love, Arbiter's parents decide instead to have a child, an heir who will protect all of the lands they call home, and all of the ever growing family inside it. Arbiter now travels across this ever expanding "portal landscape" with his two revolvers, each the weapon given to the sheriff of each region.

The problem is that Arbiter hates the job he has been given. Raised from birth to be a law dispenser, he is unable to choose another path of his own volition. Combined with his parent's now-failing marriage; he is now forced to carry alone the workload his parents used to handle together. It is because of this burden that he joins the ritual covertly. Should he succeed in the Ritual, his wish to the patron is to close the portal in his home & re-separate the lands, though he himself has no clue which side he'll chose afterwards.

Kit

Gun: Home & Hearth

Twin Revolvers. Home, given to him by his human father, is a standard six-shooter revolver, like what one would see in an old western movie. It deals purely Gun damage. Hearth, given to him by his Ixian mother, is another six-shooter, but is infused with the spirit energy cultivated in his bloodline. It deals purely spirit damage instead. The gun damage on Home has a fractional (0.X) spirit scaling & the spirit damage on Hearth has a fractional (0.X) Gun scaling.

Both guns are fired individually, with the left click firing Home & the right click firing Hearth. Arbiter must reload each bullet individually (similar to Abrams) but reloads 1 missing bullet per gun at the same time. (e.g. if Arbiter has 4/6 bullets in Home and 1/6 in Hearth, then when he reloads he goes to 5/6 & 2/6, then 6/6 & 3/6, then 6/6 & 4/6...).

Arbiter has a unique scaling, where meeting certain investment thresholds of BOTH gun & spirit simultaneously will increase his magazine size in both revolvers. (e.g. if the threshold is X, then if he has X gun & spirit, then both guns have 8 bullets; if he only has X and less than X spirit, then both guns remain at 6 bullets).

1: Seeking Rounds

Holding the ability button charges for up to one second, slowing Arbiter's movement while aiming in & increasing the damage of Home & Hearth by (spirit%). Upon release, Arbiter fires both Home & Hearth simultaneously, applying a stack of both Legacy & Burden. This shot will ricochet to one nearby target, prioritizing enemy heroes.

1 AP: Cooldown Reduction
2 AP: +1 ricochet bounce
5 AP: Silences movement abilities for (X) duration.

2: Take Cover
Quickly roll in the direction of your movement for (X) meters & reload 25% of Arbiter's magazine size to both Home and Hearth.

1 AP: Gain (X)% increased stamina generation for (Y) seconds.
2 AP: Gain 1 Charge & Enable Ability Charges
5 AP: Cooldown reduction; take (X)% less damage during the roll's duration.

3: Legacy & Burden
A passive (a.k.a. Haze 3, Mina 3).

Arbiter's bullets apply one of two debuffs to the enemy - Home applies Legacy to the target when it deals gun damage & Hearth applies Burden when it deals spirit damage. Consecutively shooting a target with alternating guns builds these debuffs. Stacks Cap at 5.

Legacy: Applied by Home. Increases the damage of Hearth by (X-Y)%, scaling with stack count, and causes Hearth to deal bonus weapon damage on top of its spirit. (X spirit damage + Y gun damage).

Burden: Applied by Hearth. Increases the damage of the next shot of Home by (X-Y)%, scaling with stack count.

1 AP: Consuming Legacy on a target reduces their spirit resist by (X)% for (Y) seconds. Consuming Burden on a target slows them by (X%) for (Y) seconds.
2 AP: Reaching 5 stacks on a target refunds half of your magazine to both pistols. If Legacy is the final stack applied, Arbiter heals for (spirit%). If Burden is the final stack applied, the target loses 1 stamina.
5 AP: Increases maximum stacks to 10. Retriggers the effect from AP 2 on the 10th stack.

4: Bullet Dance
Current Haze ult with some small adjustments to fit Arbiter's kit (I am a proponent of taking this ult off of Haze). Arbiter channels briefly and spins in a circle, automatically shooting at any targets within the area. Bullet Dance applies Legacy & Burden on targets hit; if they have no existing stacks of either debuff, it always shoots Home first. This ability ends when Arbiter runs out of bullets to fire.

1 AP: +X% fire rate
2 AP: Cooldown Reduction
5 AP: Enables use of Take Cover during Bullet Dance.

(This version of Bullet Dance does not have a fixed duration, nor is it effected by duration enhancing items; instead, it will fire until all bullets from the weapon's magazine's are finished. Meaning, the higher Duo's magazine is, the longer the ult lasts, and if he starts it without reloading first it will be shorter than normal. The 5 AP upgrade allows the duration to be extended by reloading with Take Cover.)

Aside:
This concept was designed in discussion with a few other Haze mains. We have been pushing for her ult to be removed the last few weeks, but we do still like the ability, and wanted to see that transferred to another character in the future. I have been wanting a true dual-wielder in the game for a while now, and so I came up with something that I think meshes those two power fantasies together in a (hopefully somewhat) cohesive way. Of course, if current Haze ult is not removed from her, than Arbiter would need a different ability, so I'll try and brainstorm up some other ideas in the thread below, but for now I wanted to put this out there!

Worth noting that this was published before Haze ult was reduced to being a cone on March 10th, 2026.

To clarify, then, Arbiter's Bullet Dance would still be a full AOE. This is a tradeoff, still, as focused application of Legacy & Burden on a single target with the ultimate (as cone Haze ult does) would be too strong. The AOE is both a good and a bad thing for Bullet Dance, and in this case I think it would work favorably for Arbiter's kit.
