Heavy FPS stutters

Does anyone else with this problem see "Texture g_tTrans doesn't exist in models" for like 10 different assets in the console/logs? Seems to be a connecting link.
 
I'm getting random FPS stutters again. It normally get 100+ FPS and occasionally it would dip down to 60, sometimes 40, and as low as 10-20 FPS.

An unusual behaviour I've noticed in Task Manager is that Steam would start using close to 100% of my GPU for video encoding (seen under the GPU engine column). How much FPS loss I get appears to depend on how high Steam's video encode usage is.
Force closing Steam, reopening Deadlock, and reconnecting to the server fixes the issue, but it would randomly spike up again.

I found out that this GPU usage is for the background game recording feature. Briefly running other games, it looks like Steam would usually hover around 25% for video encode.

2560x1440 165 Hz, borderless window
Basic settings (3/4 filled)

Windows 11
Ryzen 7 5800X3D
32GB DDR4 3200
RTX 3070
 
Same problem, average fps is 130-144 (144 limit), sometimes fps drops to 98 with heavy stutters for 10-20 seconds, GPU usage drops from 68-72% to 20-30%, CPU usage don't change.

0 fps drops, so problem is in FSR2
UPD:
Got fps drops with stutters on third game...
So problem is not in FSR2

I've been playing with Steam background game recording disabled the past few days and it appeared to have solved my FPS issues.
 
Small thing I noticed while playing today was simply that the server CPU hit a max of 93% and the stutter was around those times. Maybe the server isn't keeping up in certain situations?
