Previously, we built Mystic Slow from Suppressor, giving us a one stop deal for slowing enemies with Spirit damage. But with the item rework, they were separated fully into their own items, with no way of combining them. This was likely done to make you more mindful of your item slots but for these items, I don't think it was necessary.
Heart of Winter seeks to remedy the change by allowing heroes who heavily synergize with both of these items to eventually combine them, when slots start to become an issue. Some of the best users of the items, such as Vindicta, Kelvin and Shiv, don't benefit at all from Lightning Scroll, the current sole upgrade to Mystic Slow. Of course, some item upgrades are supposed to be situational but Lightning Scroll specifically is really limiting.
In my mind, the slot efficiency warrants the Tier 4 price point. It lines up nicely with the old Mystic Slow which was a Tier 3 item but back then, components didn't contribute to the price.
To solidify this as the slowing item, I added an additional stat which is currently quite underused: Stamina Recovery reduction. Currently, I believe that the only source of it is Haze's Dagger. As for this item, it completes the fantasy of fully hindering someone.
As with the items that this builds up from, I chose to keep Move Speed slow and the rest on separate durations. With specific abilities, you can already reapply the debuff for a much longer time. As such, I think the Move Speed slow should last for a shorter time than the rest of the debuff so that if you only tag someone with Spirit Damage, the slow should end relatively soon.
