it is, the tooltip on the item basically refers to "visible stats" so, if your regeneration is visible in the green bar, or your lifesteal on the spirit or gun bar, it wont proc, only exception are things like vampiric burst and infuser. Siphon doesnt give you lifesteal nor regen, it gives you max health, which, in turn, heals you, + this has been an interaction that exists since march, and valve has nerfed it a bit, never nerfing this aspect which indicates its probably intended.Sure can't be an intended mechanic when the clarification on the item says: Does not apply on innate Regen or innate Bullet/Spirit Lifesteal.
Mirage scarabs also proc healing tempo. Mo and Krill can proc it with the bonus max health stacks that he gets with ult kills. Even Victor can proc it with his ult revive. Actually, come to think about it, pain aura is the only ability that doesn't proc healing tempo in Victor's kit without an item.Keeping that mechanic is counterintuitive, adding unnecessary complexity due to hidden interactions between items. They need to either update the tooltip or the interaction between the items.
One can say it's a bug regardless of intended design, as the interaction is perceived as a bug when it doesn't align with the tooltip.
