Any item and ability that has a healing effect that scales with character boon level does not get affected by healing booster / the healing effectiveness stat beyond the base value.
Example with Healing Booster (20% Healing Effectiveness):

Ivy's Kudzu Connection
Headhunter
Lifestrike
Healing Nova
Restorative Locket
Radiant Regeneration (Passive Component)
This is the same for both Healing Booster and Healing Tempo.
I may have missed a few but this is what I was able to conclude, feel free to add anything else yourselves.
Example with Healing Booster (20% Healing Effectiveness):

| 1 Boon | 85 | 102 | 85 × 1.2 = 102 |
| 35 Boons | 295 | 312 | 295 × 1.2 = 354 |
