I designed this with spirit burst characters in mind, mainly because I want a better scaling version of the Healbane health on kill for them. The blight effect also specifically helps with fighting (specifically 1v1'ing) tanks, who I sometimes feel can be very hard to manage with only burst damage, the healslow actually making your damage stick, and max health drain putting a timer on how long someone can just have you in their face.
How the healslow works is akin to corpsebloom from RoR2; Every tick of healing a blighted hero receives, whether from instant bursts like Victor 1, or regen over time like Victor 2, is instead "dragged out," healed as gradual regen divided equally over the 1.2s timespan. So, for example, an instant 600 health heal is instead 500 health per second, over 1.2 seconds.
If this were added I would also possibly add healslow to Siphon Bullets too to give it more parity with Healblight itself, as it is sort of the spirit version of Siphon Bullets.
