Greytalon Rain of Arrows multishot does not trigger headshot booster outside of central arrow

Reason I consider this a bug is because they still trigger crits and other headshot effects like Crippling Headshot and Spirit Rend, and the Splitshot item can trigger headshot booster/headhunter with the extra arrows. So this seems like a bug, possibly with the change to shotguns that only made the central pellet trigger headshot booster. This interaction becomes even more plainly obvious if you use both Rain of Arrows and Splitshot at the same time, where in the 25 arrows that shoot out only 5 of them seem to actually trigger headshot booster

Its possible that despite being described with the same "weapon multishot" text as splitshot, internally its just a shotgun effect same as other shotguns. This would make more sense since those weapons follow the same rules, they can also crit and trigger crit effects outside of headshot booster.

Unfortunate for my gun talon though I only just realized that this is actually a pretty bad item on him despite him being able to reliably get headshots on this character in Rain.

Ok yeah it absolutely must be that change that affected this, because I just realized Rain of Arrows doesnt give me restorative shot on my splitshot when I am positive it used to. Only the central arrow gets Restorative Shot now.
