Got banned after restarting steam

I started a queue and deadlock said it couldn't connect to steam, i unqueued closed deadlock, reconnected to my internet (why deadlock couldn't connect to steam) and restarted steam. I resynced deadlock to the cloud (cause it said there was a problem there too) started deadlock and began a queue to another match ...guess what? banned for 6 hours.

I didn't begin loading into a match, I didn't start a queue and quit the game, I just got banned for no actual reason that could or would make sense.
