Option 1:

You can either try to uninstall Windows Update Version: KB5074109 by typing "wusa /uninstall /kb:5074109" in the Command Prompt (don't forget to run as ADMIN) or by going to Settings > Windows Update > Update history > Uninstall updates > Uninstall KB5074109
Option 2:

Install the latest Windows Update Version: KB5074105. I already tested this version, yes it fixes the stuttering, however rolling back to an update before KB5074109 is way more stable. I set up a restore point to rollback to the previous update.

Sorry if I missed someone.
Tried this, unfortunately it didn't help me.

in my game stuttering gets much much worse as the time goes on. late game stutters can't be called micro stutters anymore, you can barely walk, even moving your mouse in the chatwheel takes a good while. granted I play on a somewhat old hardware but this was not an issue before the new updates (specifically the update that added Graves, I remember playing the Rem update just fine)

unfortunately there is no sign of a fix yet.

I tried to switch to vulkan, which resulted in awful FPS even on lowest settings. however, after switching back to directx I noticed that there is no stuttering anymore.
I don't know if this cleared a corrupt cache or whatever, would you also test to see if this is an actual fix and I am not hallucinating? (obviously this wasn't the case for OP since they mentioned doing this and getting no results)
