FPS Drops (300 -> 2 fps) micro stutters post Old Gods, New Blood

I typically average around 300 fps with a smooth experience. However, after Old Gods, New Blood dropped, I'm having game ruining frame stutters every 5, 10 seconds. I'm going to link some clips from just the last game I've played, and this is just a few that I recorded. It happens consistently throughout the entire game. This is my favorite game and it makes me sad I can't play it at a competitive level anymore due to performance issues.

I've tried:
switching back to preset K in the nvidia app
switching to Vulcan
reinstalling the game
full screen instead of full screen borderless
deleting steam shader cache for the game
deleting game folder shader cache
deleting directeX shader cache
clearing all nvidia shader caches
downgrading nvidia drivers
switching to FSR instead of DLSS
fresh clean driver install using DDU
deleting the shader_.vpk files and verifying integrity of game files
deleting the video settings file and backup file
turning off my GPU OC
turning off my CPU OC
turning off my ram OC

Verified that my GPU is NOT overheating.
Will check CPU temps after I post this and give an update.
EDITl: yeah CPU temps are fine
Every other game I try (BF6, Highguard (smh), POE2, ARC Raiders, Warframe, COD, CS2) runs perfectly smoothly with no issues. With and without my OCs turned on.

Pretty stuck here! Not sure what else I can try :(
Any suggestions would be greatly appreciated.

Wanted to report about this issue thinking I was the only one having trouble with this issue. I asked alot of people in game if they had any stuttering issue, never got a yes from anyone. I used DDU to delete and reset my drivers and downloaded an older NVIDIA driver (581.80) which fixed the issue. However, it was temporary and the sttuters kept on happening where my GPU ussage goes from 50-70% to 0%. Tried alot of ways to fix, did the same as the guy from this post, removed RAM, CPU, GPU OC, still nothing worked. Every game works perfectly for me except for deadlock.

theres actually a workaround from what ive learned! they updated the game to use something 4.5, i forgot the name, but from what i remember preset F works really well in the nvidia app for deadlock.
 
same issues on an amd (rx9060xt + ryzen 5 8400f) machine on fedora linux, was running on 120 fps before the update, now in games (everything is okay in the lobby) after some time (it can be 5 minutes and it can be 30) it becomes a stable 15-30 fps and it is NOT fixed until i relaunch the game (changing graphics settings doesn't work, the ram/cpu/gpu are not fully utilized, no overheating or anything). the drops seem situational, sometimes it just doesn't happen ???

Same here but with an 6800xt, ryzen 7 5600g.
 
Same problem. A reset fixes it temporarily but the stutters return inevitably. Causes enemies to teleport, and some abilities to completely miss their mark - despite user accuracy - making the most recent update hard to play in any competitive manner.
 
Wanted to post here to say the same thing; I've been getting constant stuttering since the latest update and nothing I've tried really seems to work. It's such a bummer, because it looks like a fun update. For reference, I have an i7-13700KF, an RTX 3070 8GB, and 32GB of DDR4 RAM - the game ran perfectly fine before this, with little to no issues. I'm not even entirely sure what might be causing it, to be honest
 
same here. for me, the issue only shows itself after a game or two, but makes it basically unplayable once it starts. i'm rocking a core ultra 7 265k, nvidia rtx 5060, 64gb ddr5, and samsung 9100 pro.
