Express shot (on alt fire) don't consume extra ammo

Edited title for more accurate problem addressing.

It said Express Shot cost extra ammo, but when viscous alt fire which cost 5 ammo per shot only cost 10(2x5) ammo when proc the item. And I'm wondering how the extra ammo calculated, like only count one shot or both two shot? since it bugged for now.

It looks like the ammo consumed is based on your Maximum ammo. If you get Extended magazine and other similar items it reduces much more.

you are right, it seems based on the max ammo, or the increased mag size if more precisely. but the description is confusing. could be either translation problem or actual implementing problem
