Concept: A gun item that triggers a substantial effect when the player fires the last bullet of their magazine and it hits an enemy hero.
Ideas for the last bullet effect:
It should be impossible, even with reload effects like Kinetic Dash, to prevent a reload sequence after the last bullet is fired.
The last bullet effect does not trigger during infinite ammo buffs such as from sliding and Wraith's Full Auto.
Last bullet triggers on alt-fires such as on Viscous and Yamato if they consume it.
If it also triggers with Express Shot, only the second bullet that consumes the last bullet receives the effect, not both.
The last bullet is also visibly different and plays a sound effect when fired, similar to Mystic Shot.
It should not trigger on abilities, even ones that scale with weapon damage, or any melee attacks.
It may require a cooldown to prevent it from occurring too often (especially if the effect is strong).
May or may not trigger multiple times if it the last bullet hits multiple enemies, such as from a shotgun, Ricochet, or pierce, depending on the strength of the effect.
May be a series of last-bullet items that upgrades from one effect to another. For example: Terminal Shot (T2: last bullet deals extra damage to low hp heroes) builds into Disruptor Shot (T4: last bullet disables item).

- extra weapon damage that is evenly distributed to all enemies around the enemy hit
- extra weapon damage to enemies on low hp
- extra weapon damage that scales with max ammo
- terminates temporary buffs and/or channeled abilities early (with some exceptions like rejuv and ults)
- temporarily disables the enemy's item (they do not get the passives and cannot use the active while it's disabled) located the same slot as Terminal Shot
- small reload speed buff
- fire rate
- reduced or increased max ammo
