Escalating Exposure + Vindica's Crow

Hi,

When using Vindica's crow with escalating exposure, each tick of damage adds a stack of debuff. This works for most enemies, and hereos.

However, the behavior changes when it used on a tower. Is that intended? It only puts on 1 stack for a tower, but I still see the crow's circling the tower.

Absolutely wild to me that Ivy got a 50% building damage penalty on Kudzu Bomb months ago and a whole array of better spells remain at full damage.

There is currently a bug where it looks like only one stack is applied but in reality its stacking. Might be that?
