As in, the ability will be available, you will be in base, on the ground, or otherwise uncontested, and the abilities just wont fire off. It happens mostly with his 1, but the alt cast of his 2 this can also happen with. I haven't had it happen with black hole or his 3, but I don't just randomly black hole to test if I can or not when the bug happens. Restarting the game fixes this bug. OR, the bug will randomly resolve itself after an unspecified amount of time.
