step 3) cast luggage cart again before the first ends (hits a wall or times out etc)
this causes the first cart to deal damage a second time to anyone inside it. the second cart can still damage them for a total of 3 instances of damage. This can be done using an un-upgraded luggage cart and is fairly easy to execute.
